How do get access?

I filled out the usage agreement for https://huggingface.co/meta-llama/Llama-3.1-8B-Instruct and agreed to share my information. My request was rejected. I don’t have a reason why and I cannot access the form to fill it out again. It was a pretty straight forward form to fill out.
I am trying to use this model for a class that I am taking and I cannot turn in the assignment without showing that I successfully gained access to this model.
Can anyone help me with this?
People who reject should be ashamed of themselves. AI researchers have no time to deal with this.
